特朗普总统2025年9月19日签署的公告要求，为身处美国境外工人递交的新H-1B申请须附一次性10万美元费用，自2025年9月21日起生效，为期12个月。该费用不适用于此前已递交的申请或现有H-1B持有人。

President Trump's September 19, 2025 proclamation requires a one-time $100,000 payment to accompany new H-1B petitions for workers outside the U.S., effective September 21, 2025 for 12 months. It does not apply to petitions filed before that time or to existing H-1B holders.
